Admission & resident policies.

Admission criteria and application process
  • The supplied admission policy sets a minimum age of 60. In a partnership, at least one partner must be 60; the other must be reasonably close to 60, with no one under 50. Younger applications are registered only until the minimum age is reached.
  • Applicants must be 75 or younger when their names are placed on the waiting list.
  • Residents must be capable of living completely independently, including the physical and mental tasks of daily living. ABCA does not provide frail or nursing care.
  • The waiting list is a priority list, not a date-ordered list. Admission is decided by the Admission Team: Head of Social Services, Social Worker and Housing Manager.
  • The admission policy requires Eastern Cape residence. The supplied application forms express a preference for Nelson Mandela Metro and surrounding areas. The team will review your circumstances.
  • Applications from people already in retirement homes or similar housing schemes are not considered for accommodation under the supplied policy.
  • Previous residents must apply again and do not receive preference.
  • Complete the full application and income information. A doctor, clinic sister or practising medical sister must complete the medical report.
  • The policy requires forms signed in front of a Commissioner of Oaths. The printed declaration also lists a Magistrate or Minister of Religion. Please use the required commissioner and upload your signed, witnessed declaration; contact Marie if you need clarification.
  • Applicants must have a funeral policy and provide proof. A family member or acquaintance may be required to sign a surety agreement if a unit is allocated.
  • The Social Worker will arrange a screening interview. Suitable interviewed applicants may then be placed on the waiting list. Submission does not mean acceptance or allocation of accommodation.
  • There is an extended waiting list, and emergency accommodation generally cannot be provided. Applicants are contacted when accommodation becomes available.
  • ABCA has a no-firearm policy. A successful applicant who owns a firearm must provide proof that it has been disposed of.

Pet rules · Buffelsfontein Village
  • Keeping pets requires approval from the Village Manager. Approval can be revoked if problems arise. Seek approval before obtaining a pet.
  • All dogs and cats must be registered with the Village Manager.
  • Only small, lap-size dogs are allowed.
  • All dogs and cats must be sterilised. Management may request proof.
  • Dogs must be leashed and under control outside your unit. Pick up any mess immediately; carry a packet and utensil when walking the dog.
  • The area behind the garage and workshop is out of bounds for dogs. Garden-refuse contractors may refuse to remove cuttings containing dog waste.
  • Keep cats under control. Provide a litter box in your unit and train cats to use it.
  • Inform the office if you no longer have an approved pet. Approval must be obtained again before obtaining another pet.
Property modifications · rules and basic terms
  • Allow seven working days for an application. Work must not start without written maintenance-manager consent, which will not be unreasonably withheld. ABCA may accept or decline changes.
  • All electrical and plumbing work requires a Certificate of Compliance on completion.
  • Modifications and fixtures become permanent and may not be removed when leaving. Residents are responsible for maintenance of new fixtures.
  • Return removed materials and fixtures intact to the maintenance department.
  • Common areas may not be claimed, fenced in, made unsightly or have walkways blocked. Carports depend on parking availability and may not become storage areas.
  • ABCA supplies no materials or labour towards upgrades. Upgrades are entirely at the resident’s expense. This is low-cost housing; rentals do not reflect upgrades, and later residents benefit from them.
  • Requests will not be considered when rentals are in arrears or overdue.
  • Attach a sketch or drawing. Maintenance will meet on site or in the office to discuss the proposal.
  • Follow the agreed ABCA guidelines and conditions, finish within the timeline and leave no unfinished work.
  • Minimise disturbance to neighbours and work during normal working hours. Do not obstruct walkways, staircases, roads or common areas.
  • Do not store construction materials on site longer than necessary. Resolve disputes without conflict in line with ABCA requirements.
  • Notify Maintenance for final inspection and provide all relevant Certificates of Compliance.
Personal-information terms in the supplied application forms

When you apply for and receive our services you will be giving us your personal information that may be protected by data protection legislation, including but not only, the Protection of Personal Information Act, 2013 (“POPI”). We will take all reasonable steps to protect your personal information.

You authorize us to (a) process your personal information to (i) communicate information to you that you ask us for; (ii) provide you with supportive services; (iii) verify the information you have given us against any source or database; and (iv) compile non-personal statistical information about you.

(b) Transmit your personal information to any donor, grantor or interested party so that we can provide supportive services to you and to enable us to further our legitimate interests including statistical analysis, report writing and credit control.

(c) Transmit your personal information to any third party service provider that we may appoint to perform functions relating to your services on our behalf.

You acknowledge that this consent clause will remain in force even if services to you are terminated or cancelled.

How this online service handles your documents

Your full application and files are sent to residents@abca.co.za for Marie’s review. You receive a separate summary receipt. Face photos are used for manual review, with your consent, and are not used for automated biometric matching. Website application records and uploads are encrypted in private server storage, inaccessible by public links, and retained for up to 90 days for submission and delivery support. Email copies are retained according to ABCA’s records practices. Contact Marie to discuss access, correction or deletion of your information.
